Import customs clearance represents the critical juncture for imported goods entering domestic markets, with documentation completeness and accuracy being paramount.
Required documentation for import customs clearance:
Required clearance documents include contract (copy), original packing list, original invoice, original bill of lading, original confidentiality agreement,Import Customs Declarationand various certificates related to customs supervision orders. (The entrusted customs declaration contract requires company signatures - originals only; faxes or copies are invalid. Some companies overlook this, wasting both time and money).
Importers documentation from exporter includes:
Upon receiving exporters import documents, confirm which shipping company transported the goods and identify the carrier to obtain the bill of lading for clearance. Contact the shipping company or carrier to determine vessel arrival time/location (for transshipments, confirm return vessel name) and verify with carrier/agent regarding procedures, timelines, and fees for obtaining original bills of lading (for telegraphic releases, bring telegraphic notice, B/L copy, fax, insurance policy) or arrange advance document exchange.
Example: A company importing containerized goods from Germany. The B/L consignee showed TO-ORDER-OF-SHIPPER without shippers endorsement. Upon vessel arrival, they couldnt obtain delivery order and had to mail original B/L back to German exporter for endorsement. By the time they received endorsed B/L for customs declaration, the vessel had already incurred over 10 days of demurrage, resulting in delayed declaration fees.
After receiving exporters import documents:
Verify consistency between exporters original invoice, packing list, bill of lading, contract details and actual goods description, brand, quantity, gross weight, dimensions, etc. Original invoices/packing lists must bear signatures (handwritten signatures sometimes acceptable). Simultaneously verify item numbers, customs regulations, applicable import tariff rates, and required supervision conditions. If inspection is required, report to relevant authorities before declaration. Inspection documents: application form, packing list, invoice, contract, import declaration form.
Accurate customs declaration forms accelerate clearance and prevent declaration delays.
