I. Declaration Regulations for Import/Export Sports Goods
All temporarily imported/exported sports equipment, competition goods, and technical devices must be declared by the relevant organizing unit or its authorized customs broker. During import/export, a certification letter and goods list issued by the relevant department are required for customs clearance. Under the supervision method column in the customs declaration form, temporary import/export goods (2600) should be entered. According to the Measures, the marks and remarks column must also include the category of temporarily imported/exported goods, the date of re-export or re-import (not exceeding 6 months), and the number of the Customs Temporary Import/Export Goods Verification Certificate (if applicable).
II. Permissible Stay Duration for Sports Goods in the Country
Temporarily imported/exported sports goods must be re-exported or re-imported within 6 months from the date of import/export. If an extension is needed under special circumstances, the holder or consignee must apply to the customs authority for an extension and submit an Application for Extension of Temporary Import/Export Goods along with relevant materials. Extensions are limited to a maximum of 3 times, each not exceeding 6 months. If temporarily imported/exported goods are damaged or lost due to force majeure, the holder or consignee must promptly report to the customs authority to complete the necessary procedures.
III. Using ATA Carnets for Temporary Import Customs Procedures
According to the Customs Announcement on Accepting ATA Carnets for Temporary Import of Sports Goods, starting January 1, 2020, to support major domestic sporting events such as the Beijing 2022 Winter Olympics and Paralympics, customs accepts ATA Carnets for sports goods to facilitate temporary import customs procedures for sports competitions, performances, and training. Notably, goods temporarily imported under ATA Carnets must be limited to those specified in the international conventions on temporary importation to which China is a party. Additionally, tax collection for temporarily imported/exported goods follows the relevant provisions of the PRCimport and exportCustoms Tariff Regulations.
